To be honest, you only need good hungarian for the official paperworks. You have to do them personally, but I think you can bring your wife with yourself. Only exception is the police qualification in weapons and laws, you have to do it alone.
You can get qualified during official competitions by your result. For example, at a precision rifle shooting competition you have 15 shots with a maximum points of 150. If you get between 125 and 134 points you get second class qualification, between 135 and 139 point you get first class qualification.
There are not so many shooting range where you can shoot over 100 meters, I made a little search and found one near Budapest with a 300 meters lane. There is a shooting club too. You can contact them at: http://www.precizios-loveszet.hu/kapcsolat.html

Wow, thank you very much for the detailed process description.

It really seems that without good level of Hungarian it would be an impossible mission.

For curiosity, how this qualification (marksman lvl1, 2...) happens? Is like a course or a test in the Federation?

Regarding the club, do you know if there is any with a good infra for long shooting?

First of all, you must be member of a shooting club which is member in one of the shooting federations (MSSZ Hungarian Sport Shooting Federation - https://www.hunshooting.hu/ or the MDLSZ Hungarian Dynamic Sportshooting Federation - https://mdlsz.com/).  
Than you need 2 psychological examination in different times, between the 2 exams at least 6 months must be passed. You need to go to a sports physician for a check up.
In one of major cities police departments you must get qualified in knowledge of weapons and the relevant gun laws. (only in hungarian language can be done.)
You have to claim from one of either federation a competition licence. Than you have to get qualified (Lvl1 or Lvl2 Marksman) on competitions in the corresponding gun class(big bore rifle, small bore rifle, big bore handgun. small bore handgun, etc.).
You have to make a weapons storage place at home which corresponds the law.
From your gun club you need a recommandation for a personaly owned weapon.
Now with all of the papers from above, you need to go to your local police station and file a request for weapons permit. If you made everything that is required you get your permit in 30 days.
After all you can buy your desired weapon. :)
You don't have to be a hungarian citizen, but you have to have hungarian permanent address and speak and read hungarian well because of the nature of the process.

I have being looking for some information on how to start with long distant shooting in Budapest. But, it is not being an easy task :-) I found this forum, and I would like to see if someone could help me with the below questions:
- I am foreigner (non-EU) with working visa. My wife is Hungarian. What are the normal procedures to be authorized to buy a rifle for sportive activities? Is it a problem the fact I am foreigner?
- Is there any school or place that can be used for training? I am looking for smtg 300m+ distance.
